Delhi GK — DSSSB 2026

साथ में Delhi-specific constitutional व्यवस्था को अलग से समझना जरूरी है, क्योंकि NCT of Delhi सामान्य State structure से अलग constitutional framework में काम करता है।

🧩 Core idea

🔎 Exam Point
Constitution सर्वोच्च legal framework है; Parliament और State Legislatures ordinary legislation उसी constitutional framework के भीतर बनाते हैं।
🧠 Memory Trick

⚖️ 2. Fundamental Rights, DPSP और Fundamental Duties

Directive Principles of State Policy

ConceptExam lens
Fundamental RightsPart III; constitutional protection; courts can provide remedies within the constitutional framework.
DPSPPart IV; governance goals; not enforceable by courts in the same manner as Fundamental Rights.
Fundamental DutiesArticle 51A; civic responsibilities; generally not framed as a direct court-enforcement mechanism like a Fundamental Right.

Article 14 equality before law और equal protection of laws से जुड़ा है। Article 19 specified freedoms देता है, subject to constitutional restrictions. Article 21 life and personal liberty

🚫 Trap alert
🌱 Section Summary
Part III = Rights → नागरिकों की constitutional protection।
Part IV = DPSP → State के policy goals।
Article 51A = Duties → नागरिकों की civic responsibilities।

🏛️ 3. Union, State और Constitutional Institutions

President — Union constitutional executive framework।
Parliament — Union legislature; Lok Sabha + Rajya Sabha।
Prime Minister + Council of Ministers — Union executive में वास्तविक day-to-day political executive।
Supreme Court — apex constitutional court।
Governor — State constitutional executive framework।
State Legislature — State legislative field में law-making।
High Court — State/territorial judicial structure का प्रमुख constitutional court।

Articles 153 onward State executive Article 324 Election Commission से, Article 148 Comptroller and Auditor-General से और Article 280 Finance Commission से जुड़ा है।

💡 Advanced Insight

Exam में governance को accountability, transparency, participation, service delivery, rule of law और institutional checks के साथ पढ़ना उपयोगी है।

🔗 Governance chain
Citizen need → public policy → government decision → implementation → monitoring → accountability → correction.

❓ Practice thought

🏙️ 5. Delhi का special constitutional framework — Article 239AA

Constitution के Article 239AA के तहत Union territory of Delhi को National Capital Territory of Delhi कहा गया और administrator को Lieutenant Governor designate किया गया। Article 239AA में Legislative Assembly और Council of Ministers का special framework दिया गया है।[3]

🧠 Article 239AA
NCT + Legislative Assembly + LG + Council of Ministers + special distribution of subjects — यही Delhi governance का constitutional skeleton है।
NCT Delhi Article 239AA Assembly Council of Ministers LG Administrator

Article 239AA(3)(a) के अनुसार Delhi Legislative Assembly को State List और Concurrent List के matters पर legislative power दी गई है, लेकिन State List की Entries 1, 2 और 18—Public Order, Police और Land—के संबंध में यह power excluded है; Constitution related Entries 64, 65 और 66 को भी उसी सीमा में बाहर रखता है।[4]

Delhi trap

📌 Quick distinction
State: Governor + State Legislature + State constitutional framework।
NCT Delhi: Lieutenant Governor + Legislative Assembly + Council of Ministers + Article 239AA का special arrangement।

🗺️ 6. Delhi GK: history, institutions और exam-useful facts

🕰️ Timeline memory
1966 → Delhi Metropolitan Council period begins.
1991 → Constitution (69th Amendment) creates the special Article 239AA framework; provisions took effect in the constitutional arrangement from 1992.
1992 → Government of NCT of Delhi Act, 1991 comes into the statutory framework for Assembly, Council of Ministers and related administration.[6]

Delhi High Court भी Delhi GK का एक reliable institutional fact है। Official High Court history के अनुसार High Court of Delhi 31 October 1966 को established हुआ था। [7]

🔍 Institution check

Government of NCT of Delhi Act

❌ “Delhi is a State”
✅ “Delhi is an NCT”
Union territory of Delhi
❌ “All State List powers”
✅ “P-P-L excluded”
Police, Public Order, Land और related constitutional exclusions को याद रखें।
🧠 Article-number strategy
Article 14 → equality, Article 21 → life and personal liberty, Article 32 → constitutional remedies, Article 51A → Fundamental Duties, Article 239AA → NCT Delhi, Article 324 → Election Commission, Article 280 → Finance Commission.

📝 8. DSSSB-style Practice Set

नीचे सभी questions PRACTICE QUESTION IN EXAM STYLE हैं। इन्हें verified previous-year questions न समझें।

यह NCT Delhi के special constitutional governance arrangement का आधार है, जिसमें Legislative Assembly, Council of Ministers, LG और legislative powers की विशेष सीमाएँ शामिल हैं।

पहले high-use clusters बनाइए—Rights, Duties, Union, State, Constitutional Bodies और Delhi.
