Delhi Governance PART 2: DSSSB 2026

Continue Reading Where you left off

पिछले chapter में constitutional framework, Fundamental Rights, Parliament, Judiciary, Federalism और NCT of Delhi की basic structure को समझा गया।

🧭 Institution

Election-related question → Election Commission. Public accounts और audit → CAG. Union-State tax distribution → Finance Commission. Recruitment to higher civil services → UPSC.

⚠️ Trap detector

🎯 Exam Point: Article 324

Question में “superintendence, direction and control of elections” जैसा constitutional function दिखे तो institution पहचानने में यही anchor काम करेगा।

🧠 Memory Hook

ECI = Parliament/State Legislature elections का constitutional anchor; SEC = local bodies elections का constitutional anchor.

Q1 — Comparison

उत्तर: State Election Commission.

Comptroller and Auditor-General of India public financial accountability से जुड़ा constitutional office है।

CAG → audit/accountability.
Finance Commission → fiscal distribution/recommendations.
Question में “audit” दिखे तो Finance Commission की तरफ न जाएँ; “tax distribution between Union and States” दिखे तो CAG को answer न बनाएं।

🚨 Common Confusion

🌱 Rural side: Panchayati Raj

Article 243B Constitution में Panchayats के constitution की बात करता है और village, intermediate तथा district levels का framework देता है, subject to the constitutional provisions and stated exceptions.[7]

🏙️ Urban side: Municipalities

Amendment73rd74th
Broad areaRural local governmentUrban local government
Constitutional PartPart IXPart IXA
🧠 Pair that should stay together

73rd → Panchayats → rural
74th → Municipalities → urban

DSSSB के कुछ official examination schemes General Awareness में Delhi के administrative set-up और governance in NCT of Delhi पर special emphasis देती हैं।

🚧 Boundary Case

“Delhi has an elected government, therefore it is exactly like every other State” — यह shortcut गलत है। NCT of Delhi की constitutional position special arrangement पर आधारित है।

🗺️ Delhi mental model

Constitutional layer → NCT of Delhi
Political-executive layer → elected institutions + constitutional offices
Civic layer → urban local administration

🔗 Governance connection

नीचे के सभी questions Practice Questions in Exam Style हैं।

⚡ Rapid Revision: institution → function → level

7-second recall

Article 324 → Election Commission → elections
Article 280 → Finance Commission → fiscal distribution recommendations
CAG → audit/accountability
73rd Amendment → Panchayats → rural
74th Amendment → Municipalities → urban
Article 239AA → NCT of Delhi → special constitutional arrangement

🧠 Final memory chain

Election = supervise elections; Audit = CAG; Distribution = Finance Commission; Rural = 73rd; Urban = 74th; Delhi NCT = Article 239AA.

🎯 Exam rule

यही approach CAG/Finance Commission और ECI/State Election Commission जैसे pairs में सबसे ज्यादा मदद करेगी।
