03Posting और Transfer को एक ही बात न समझें
Posting किसी officer को किसी post/place/assignment पर लगाना है। Transfer administrative placement में बदलाव है। वास्तविक service administration में दोनों personnel-management decisions का हिस्सा हो सकते हैं, लेकिन exam में इन्हें interchangeable शब्दों की तरह नहीं देखना चाहिए।

04Service Management में सिर्फ Posting नहीं होती
Services Department की listed functions को ध्यान से देखें तो personnel administration काफी बड़ा field है:

052023: Delhi Services framework में बड़ा बदलाव

06NCCSA: नाम याद करने से पहले structure समझें

इस chain को absolute legal procedure की तरह नहीं पढ़ना चाहिए क्योंकि post-specific recruitment rules और schemes अलग हो सकते हैं। लेकिन DSSSB की institutional role समझने के लिए यह practical mental model उपयोगी है।
11Service Rules और Recruitment Rules का महत्व
किसी post के लिए qualification, recruitment method, age, promotion channel, experience और cadre-related conditions केवल सामान्य government practice से तय नहीं होते। Recruitment Rules (RRs) post/service की statutory/administrative framework का महत्वपूर्ण हिस्सा होते हैं।
